    Japan is hadicapped due to a treaty that restricts their military from growing large enough to invade foreign soil. This treaty is enforced by the U.S. and is the reason why there are U.S. bases in Japan [for the most part]. The treaty was put into place because of the Japanese' actions during World War Two.
