France you have failed to recognize the reparations and should be discussed on behalf of the head of the UN.
The Soviet Union would like to propose a Compromise - Reparations of (1MP) will be paid to the Governments of the Soviet Union, and France. A reparation-payment of (2MP) will also be paid to the Peoples republic of China.
