The name "Outcasts" was chosen by the former-Shi people because of the Shi government abandoning them and leaving and ruining their homeland. I suggest you categorize these "Outcasts" under "Shi/FormerShi/Outcasts" in your records to help you. The Outcasts, are not oppress at all. As we have said before, we took them from underground bunkers without any hostile actions done to them, we did rad and disease scans on them, and we have returned them to their homeland. In fact, most of the former Shi land is populated by the Outcasts, there is a very small Oakland community is Napa, the largest city there. To say that we have oppressed the majority in a large portion of our land is just preposterous. The Outcasts are given full citizenship to Oakland, but they have the option to leave to return to the Shi if they want to. The fact that the majority of the Outcasts captured and returned to their homeland haven't left for their people must tell you something about the Shi.
The Shi governing body were not the only ones to seek refuge in BOS custody. An great many of the Shi populous accompanied them. Ah, yes. So "Outcasts" IS a fitting name. By "Ethnic Cleansing", do you mean kill the Shi soldier that were firing at our troops. We have a record of not killing civilians and surrendered troops. We wish to discuss this issue no further. Scientists have confirmed that the power plant uses uranium to create electricity. We blueprint it over the past 3 weeks and start constructing on the Mainland in Napa. Repairing of the original one in Nippon has completed over the past 3 weeks and is now running. A small number of nuclear scientists are running it but an education program has been going in Nippon to "master one of the ways of the Gods". Hawaii has been cleaned up and settlers are moving into the radiation free zones. Scouts have found the other islands and they have confirmed that some were not as radiated and there were people there. Some looked similar to the Ainu and some looked like our white citizens. They have agreed to allow us to rule over them if we clean up the other lands and allow them to settle in the islands. We begin to increase our relations with the Thieves Guild of San Francisco and give gifts of wheat and rice for them. We want to solidify our relations with the BOS so that we can both prosper peacefully. We also ask for bauxite. We need it for a new metal.

OCC: this is over a course of 2 months. If you listened they stopped in a town on the way which they found. Also they find cars on the way. OCC: I dont care who's there, my men still need to find out what happen... After walking a mile into D.C. The two scouts were lost. The radiation flooded the city areas and the only areas that didnt seem radiated, are overwhelmed with what look like ghouls... The buildings didnt help, for it all look the same. They found their way back outside the city portion of D.C. and gave their search a break. Heading back, they took shelter in a gas station at the exit of a freeway.
