You're implying here that your government or a representative thereof signed it outside of the constitutionally mandated procedures for negotiating international treaties. Not sure how your government does that, but I'm guessing they followed their procedures, you just don't like the fact that they signed it.     What! That's basic logic! Are you telling me that the United States is at times put into no win situations by European nations :-0!!!

    You were told what they were doing, so... Also, international conferences and or signings are generally held in one place, so the fact that it wasn't in Finland does not degrade its legitimacy. It's ethics are another matter up to the individual.
