    Because insects and fish would be unable to reach intelligence to rival even early humans. The same goes for plants, who for now aren't even sentient, let alone be intelligent.

    Well, humans reached intelligence because of standing up straight, having thumbs and simply needing to develop said intelligence to be able to survive. All those factors increased the size of early humans' brains, allowing them to eventually develop the intelligence we have today. Insects and fish both will never reach anything like this, on Earth or anywhere else.

    I might just be nitpicky, though. It's also why I think most of the alien races in Mass Effect would never achieve intelligence, or that at least their general appearance looks strange for evolutionary purposes.
