The fact of the matter is that the United Kingdom promised Hong Kong autonomy in 1984 and confirmed the treaty with the United Nations. Not only is the UK breaking an international treaty and declaring that it will continue an unwanted occupation of Hong Kong, they are also blatently admitting that this is a move back to the outdated system of imperialism. Several countries, including the United States of America, the Russian Federation, and the Democratic People's Republic of Korea have stated their support for the People's Republic of China in this matter. Under no circumstances will the People's Republic of China allow the United Kingdom to seize the island of Hong Kong and create a fortress on the island to oppose the PRC, both breaking the treaty and, more significantly, oppressing the people of Hong Kong with their imperialistic values. The Russian federation would like to say it does not seek war with Brittan, but its more then prepared to if things with the PRC are not solved. Also the Russian federation will be taking to a Keynesian economic model.

Well, as the PRC is the only one of the two contenders for Hong Kong in the BRICS and it seems to work out well, the PRC feels obligated to consider this offer. The PRC appreciates the steadfast enthusiasm of the Russian Federation, but feels that it must caution the Russian Federation against taking hostile action too soon. The United Kingdom is the one in the wrong here and it must recognize that. The PRC will, of course, allow temporary limited docking privliages to the Russian Federation Pacific Fleet as well as comfortable accomodations for the personnel and any diplomats that the Russian Federation seeks to send.
