Athens was most of the ships consisting of 180 boats. I think big naval nations should match something similar to this number larger for heavily naval countries.
To be frank, I only saw somebody else's ships numbers and as they were similar assumed they were right about the numbers.
I am the Hand of the King right now! I say that it takes one day to make a warship, ok! But everyone gets 2 warships for now, to alleviate all that stress you're getting. It will take a while to conquer Crete, because you only have like 8 ships, and they would have more, being pirates.
