Due to lots of trade and a happy lack of war for the Dalmatians, they have become rather rich. Our leader orders a new palace to be built in our capital, in the Greek style. We pay for some Corinthian engineers to design and help build this, which we hope will bring new glory to our nation. We also ask all nations if any has some weapons they are willing to sell us, that are better than the ones we currently posses. The Dalmatian army is very small, with only 550 men currently in Dalmatia, but our people wish for them to become fine soldiers, well equipped as well as well trained.
Tyre will sell you weapons, we have an excess of them after we gave the royal decree to mass produce them.

These were Tyre's offer to both Babylon and Rome, @darthdj31 . These are negotiable, we will give any goods or trade rights either states want in exchange for a military alliance and aid in the oncoming war.
Dalmatia is impressed by the quality of the weapons being offered, and pays Tyre more than originally planned. We are confident the Dalmatian army will be an extremely competent, if small, fighting force.
How about the Mediterranean Defence League? It is geared towards the defense of the Mediterranean against Spartan hegemony, after all. Tyre is pleased by this purchase of our goods, and the necessary weapons will be stockpiled in a secure depot until the arrival of your convoy.
I assume 12,000 standard Tyrian infatrymen is reasonable? I certainly hope so. They're stationed in Athens currently.
In fact, in order for enough weapons for our future army to be availible, change the order upto 5,000 sets of weapons. This is a big hit to the Dalmatian treasury, but is an investment for the future.
Tyre will set the limit for weapons supplied at 5000, as we regret most others must be supplied to our troops and our allies troops.
