I don't see why an admin can't control Macedon. Admins already controls npc's on top of there own countries. Darthdj controls his country and Rome. Mosh controls Paris and Athens.
There is a difference between controling seperate empires at the same time and merging them under one command structure. Tell you what: IoM is pretty far removed. How about you petition Most to make me an admin and add Macedon under my 'neutral' control? I'll dissolve Macedon later.
