The Imperium of Man distributes scale iron armor to the infantry ranks. Cavalry ranks recieve leather armor reinforced with iron platelets. Short throwing spears are added to both infantry and cavalry training and are distributed in kits. Cavalry recieve specialized archery training.
The Empire would like to point out that the COG and Sparta both have colonies yet Rome refuses to do anything about it. The Empire now views Rome as a weak country, and breaks the alliance. The Empire cannot ally itself with countries to weak to defend there own claimed land.
