Aparently Imperial arrested my entire navy and army.... what the fuck?

So I am sending the entirity of my navy and 1/2 of Rome's navy just to follow the transports and shall return to Rome. We also take Yugoslavia over.

Chirnivtsi is sending troops eastward towards the Black Sea to colonize uninhabited lands adjacent to Chirnivtsi.

I hope you realize that each province is 10,000 people. OF those 10,000 people, you may raise 5,000. IE if you have 4 provinces, you have 40,000 population, and can raise a 20,000 man army. This includes your navy, which mostly uses Triremes, with a military pop of 200 used up for each.
