If a place oyu want to settle is connected to you by land, you can settle 5 a turn. If you want to colonize someplace NOT connected by land, you can only colonize one province, and then continue to colonize at a pace of 5 provinces, since that one colony now is part of your empire, and the other five can connect by land. And the amount of provinces you start out with varies as to where you are. And mood of the Map maker at the time.

You have to actually take the other guys land, you know. How large is your army? How well trained? How much cavalry, Infantry, Archers? These are all things we need to know.
I have armor thous hared to kill and I believe Russian guy gave me weapons when i started. Also the 5,000 men i started to train earlier have been training it's the 10,00 other men that have no training.
The Imperial navy is asked to be expanded. It is pitifully small for an empire that is so maritime, like the current Empire is. To protect it's overseas Colonies, the navy will be expanded by 60 more Quadriremes, to 110 ships.
Each IRL day is one year. Your guys have been training the equivalent of like, half a month. The Armor and weapons and from Rome. The amount of ships that would get to you would be probably around zero. Not to mention Rome is a minor, weak nation right now and would send you very little.
