    Who's selling mercenaries?

    The Empire is only selling 25,000 mercenaries. They are fairly high quality, and usually use Chainmail. They are sponsored by the state, and get no pay. There only pay is War spoils. All money they recieve goes to the Empire. Therefore, it helps them to win battles, resulting in high Morale.

    Would Sparta like to hire all of the mercenaries?

    I did send him armor for armor, but I have no idea how long it would take the trade fleet to get there.

    No one is selling mercenaries. You have to buy them from actual groups Players have created.
