I would like to train 60,000 men, and build 40 ships. My navy should build faster because of this edict: It should help Sardinia Navy grow rapidly. (By the way, It's on page 24.)

Nice. Seriously, why everybody so angry? The IoM hasn't acted against any active empire since the beginning of the game. Not with the intention of war, anyways. The IoM places 50,000 men into the infantry training ranks and 40,000 into the cavalry training ranks. 40 Penance-class ships are placed under construction. Infantry will now be armed with 3 javelins per soldier. Javelin training will be included in standard infantry training. @darthdj31 The 2nd Fleet Expeditionary Force begins the conquest of the anglo-welsh region.
