    In the face of these new threats, the IoM has initiated reforms for the remainer of its standard troops.
    Long trained in general warfare with all of the IoM's weaponry, these troops will now be placed in specialized catagories consistent with combating the new threat.
    This new Army Group will be codenamed Delta and will be responsible for defending the homeland against invasion.
    75,000 men will be transfered from the standard infantry ranks to specialized ranks carrying zhanmadao and dao along with 3 javelins and shields.
    75,000 men will be transfered from the standard infantry ranks to specialized ranks carrying bows and manning both ballista and stationary chu-ko-nu's on walls. They will keep shields with them.
    25,000 men will be transfered from the standard cavalry ranks to specialized ranks carrying bows and dao.
    25,000 men will be transfered from the standard cavalry ranks to specialized ranks carrying ge.
    This battle group will be stationed in the cities and forts, moving to engage the enemy where-ever they seek to attack the IoM.

    Army Group Exolon prepares to move out.

    Each IoM Penance-class ship may now carry a crew of 200.

    I explained it once and I don't like repeating myself:
    You CAN NOT just train your entire population and call them military. They will recieve a slight increase in efficiency on the battlefield, but still only qualify as better levees or lesser whatever-class-they-are.
    This idea of training them a bit and then calling them real soldiers amounts to little more than a shameless attempt to raise your military numbers beyond the 50% capacity. It's not going to happen.
    Furthermore, no matter what, you can only legally raise 50% of your population to military at any time.
    If you institute training for all citizens, there may be the possibility for a mechanic that will reduce training time, but the mechanic as it is does not allow for you to train all your pop. like soldiers.

    Also, @Thefatkid, remember that, while you might have a coaltion like that, you have to maintain the 50% for the total. That means that you will have to arrainge for supplies to be sent to the soldiers that you have. If you don't, then there may be several side effects including soldiers dying from hunger or simply just being less efficient in battle. Possibly there could be rebellions either from the soldiers themselves or from local populus that don't appreciate losing food to theiving soldiers.

    Fine i will redo numbers. Athens could field 100,000 more levies you know? There farms are doing fine. I will ration food for my troops. Spartans during the agoge were almost starved to death, we will be fine. i will also ration all food in Carthage.

    40,000 calvary

    100,000 Spartans:
    70,000 hopturians
    20,000 calvary
    10,000 archers

    150,000 Carthaginians
    60,000 spearmen
    25,000 sacred band.
    25,000 calvary

    I will have to check against your capacities. Please hold.
    And no, you can arrainge deals with other city-states for food supplies, but no rationing. Beyond breaking the population rule, it could allow people to field larger-than-possible armies on the principle that they are 'rationing'.
    Am I to assume that you are sharing food among your coaltion?
    Oh, and I think @Lighthouse said something about laying low until the forum drama dies down.
    He is assumed an NPC for the moment.

    Please resize your military to match the capacity of your empire.

    The best bet would be to fortify Carthage proper with all we have then attempt to send in reinforcements to break the siege later on.

    Tyre, the Levantines and Dalmatia will defend Dalevantyre, then possibly attack the horde from behind if it comes to that.

    On that note, the Dalmatian troops have begun arriving in Dalevantyre. They immediately continue training, and some are put to work building the defences of the city, as are many of the residents.

    I would count the population as the provinces + the horde. And in which case (if you include the provinces I gained today) I actually have less than 50% of my population in the Horde. My horde is like 436,000 people and the population is 440,000 or so.

    Also, none of these soldiers are actually part of New Scythia. They're all gifted from other nations like Scythia, Poznan, and Hungary. They should be supportable by my nation even if it is a huge strain.
