Fighter and Bomber pilots are being trained in strafing, tactical and strategic bombing, and dogfighting. Finally finding an American document, the three scouts found out what happened since they communicated with the 'pre-war' government. Oakland takes San Mateo with ease, search parties are sent into the sewers and vaults to search for enemy soldiers and civilians. An attack force is sent to Napa to capture the city and along the way, capture Richmond and Martinez.
With heavy hearts, the Shi document the SF plant and then destroy it. They flee on BOS ships seeking political asyleum as SF burns brightly behind them. They take with them, alongside the BOS ships, their submarine, which they allow the BOS to study.

OCC: I'm not, I found them dead! Let me be clear, the only thing we killed were raiders and the Chinese were never there. My men thought they may have been. Also I only got three scouts out, how could they be doing a cleansing mission? The three scouts kept to the forests on the side of the road dragging the large green body begin them. They saw a group of men and stayed low. They seem to be wearing the same armor, but the scouts didn't want to test if they were fellow members. When they passed, the scouts continued on the their way. Their new target is D.C. to see what remains.
I wasn't doing any ethnic cleansing, I said sent search parties to look for civilians. We didn't kill them, we sent them to the surface for rad and disease scans and then sent them back to their homes. Can you please speak to the Shi about our (the Guild's) war with them? They have attacked us, but they keep ignoring our peace proposals. We have kicked them out of San Francisco, but we would like to make peace now that we've reached our goal.
The Shi government and its people took political exile into the BOS. We now control all of the former Shi territory. The Shi locals currently there are no longer called Shi, they are called "Outcasts" because of the Shi government's scorched earth tactics on their own land before they evacuated.
There is not 'me' in 'allience'. Therefore the BOS refuses to send anything. The Unity has nothing that the BOS needs and neither does anybody else, amoung those who share the currency that the Unity uses. That is not what the Shi who have been forced to flee their homes and burn SF to the ground behind them say. The Shi are willing to open negotiations. The Shi are a people, no a place. And the name "Outcasts" is already taken up in our records.
The three scouts finally arrive at the first city they originially found. One must return home with the corpse and the other two will continue their travels. There are no goodbyes or tears, just a simple nod and the one scout made his travel back with a giant green body dragging behind him. The other two set up camp once again in the library. This time they found a handyman in the locked janitor's office. Setting some new perimeters, the handyman patrolled the front entrance and the two scouts took a rest...
Perhaps you want to hear the stories of the real "Outcasts", the one that had their homes destroyed by orders of their own government, and their lands and crops destroyed by orders of their own government as well. The ones that were left behind in a broken land while their government and people were left to stay in a ship. It's a sad tale to be honest. Don't believe the Shi that are telling you these stories, they still view us as enemies. Come and interview the Outcasts in the former Shi lands, they are more trustworthy. Research on the plant is slow because we have never seen it before or if there are any documents on it, we only have one specimen so we have to be careful not to destroy it. But the Outcasts are already growing the plant. We ask them for a portion of the harvest for research and they accept.
