The Council grows paranoid at this remark, and settles for the Eastern half of the North Commonwealth, then sets up a elite police force to govern the growing number of republics. It also heightens the number of android spies in Arizona, set to cause chaos in the Legion if it so much as considers war against the Coalition. It then sends diplomats to surrounding nations to normalize relations.
We warned you about overextending, it does become harder to rule over people over vast amounts of land. We suggest moving your capital to a more central location to make it easier to govern. Also, other factions become suspicious of your intent if you keep growing. We hope this has not caused any suspicion. Since we got the ghoul slaves, they have been demanding more rights. We planned to free the slaves as soon as we got them, but we were too busy to do it. We now free the ghoul slaves and give them citizenship. With this, more ghouls now want to live in our nation.
The Coalition has tried to deal with this problem by decentralizing the Empire into smaller republics, each slightly independent but still subject to the High Council. Now that a stable method of reproduction has been achieved, the human slaves are granted more rights and freedom, but still are required to work in our mines and factories for the greater good. The Council apologizes for any suspicion it may have caused, and ceases expansion in the mainland for a period of 10 years, barring any wars that could occur.
OOC: Bit late for that... the Midwestern BOS hardly chose to sit still and not go anywhere after taking the interior. We already are halfway to conquering the East and West Coasts of the former Canada. Alaska would be possible though... for now.

In other news, forestries have been popping up in the land between Santa Cruz and San Jose. The Radwood tree has been growing in the area for the past 2 centuries. The radwood has a thick truck, but a steel saw and axe is able to take the trees down. Wood is a rare resource in the wastelands and the Radwood lumber would catch a high price on the markets. The Radwood is being used to build homes.

OOC: Me? The Council offers 100 tons of iron to the BOS in exchange for the Appalachian Mountains and the few holdouts in Virginia, including the Citadel.
Midwestern BOS ships from the Gulf of Mexico sail south to Mexico and begin to absorb lands in Central and South America. The Appalacians are a DMZ and the holdouts in the former state of Virginia are heavily populated. Consider the Citadel our official embassey and leave it at that.
The Council decides to consolidate it's holdings, and begins a reconstruction of the cities lost in the Great War.

OOC: Whoops sorry, donated some land to any hopeful factions, how about the plains are off limits, so is the mojave, agreed? I'm actually sort of surprised we're not at each other's throats yet. The Coalition is currently instituting reforms in the empire to keep the human population sated for the time being.
Hawaii was a wasteland, all the pictures of it looked nothing like they are now. The trees are giant and yellow and brown, radiated heavily. Ruins of hotels, skyscrapers, harbors, and houses line the wrecked streets. Battleships and air craft carriers laying ruined in the harbor. There is no signs of life so far and the environment is very unlivable. Research has begun to find ways of cleaning up the radiation. We assume that Hawaii was hit the heaviest when the apocalypse happened.
The Coalition sends a broadcast throughout the wastes, and repeats it in Europe, inviting all Ghouls to a nation where they are in charge for a change, and where the "smoothskins" will never be able to persecute us.
