That guy was Bernard Montgomery´s double, Clifton James, from Australia. He was used as decoy to fool the german secret services. I heard about him on a documentary.
That picture is way too small, and what do you actually want us to find out about the picture? I think its either the interior of a World War I zepelin or of some kind of bomber.
