    Of course it can. However it is important you understand the disconnect between Human Development and GDP, a rise in one doesn't necessarily mean a rise in the other.

    You can't just assume that things are going to be fixed. That's dumb. Unless they're showing increased interest in shrinking the slums, one way or another, things are going to continue to be shitty.

    From what im told by Brazilian friends they are showing an interest in shrinking the slums and fighting drugs getting into the country; i admit they have a long way to go but there making a vast improvement for what there country came out of, especially compared to its Spanish neighbors.

    I actually agree with Toast, it's dumb and annoying when people capitalize random letters. I don't even understand it though. Do these people just have hand spasms and randomly hit the shift key, or are they incapable of the most basic grammar and sentence structure? It's one of life's great questions.

    Its more of a dyslexia problem if your really interested, I underline key words so I don't forget them in books I capitalize key words in sentences so I know there key words, honestly I think I am fine now its just a bad habit that i have yet to grow out of.

    I don't mind it at all, and my grandfather suffered from Dyslexia so its more then understanble.
