Okay what happened and what happens next?

I send my 3 squads of Gretchins to scout out the enemies defenses.

Ork scout successful

I will send 2 scouting parties to scout the enemy.

With the success of the scouting team Ork batteries open fire on the main base from a Hidden location.

365th Valhallan scout successful
Main base Communications disrupted, troop and vechicle response slower.

i use my whirlwind to strafe the orks

the 365th would like any other imperial commanders to start a meeting discussing the matter of the greenskins. a conversation would help to show our ideas at a simpler rate.

I use my basilisks to barrage a small area of the orks.

Our LRPC respond to the attack on the main base. They estimate the shots came somwhere to the southeast so they fire in that general direction to take out the artillery.

26th huscarls counter barrage misses no artillery hit or found.

my scout squad will scout out and attack the ork rear

i will add in the socut with 2 of my own scouting parties.

there is no rear your in a surrounded city.

Also i wouldn't attack since you only have limited troops and the goal is to survive. NO BREAKOUTS.............. but it could work in your vavor when they attack your area later with less troops. yet you may have less troops as well
