only Texas can. it supposed to represent the federal power over the state or something. Texas can because it was an independent nation recognized by the US before being annexed.

No, they can't. If you saw it, it was probably a mistake. It's not rare to see people who want to put up 2 or 3 flag poles for their state, country, and even business, and just accidentally put them all level for convenience.

During the racial riots in California a couple of students, raised the mexican flag over a high school, in southern california, it was pretty funny, also unnecessary....

California, hangs it state flag below the federal flag and its un common to see it flying on the same level, and if it is the Federal flag is usually bigger then the State flag.

If i recall only the U.N flag can be above ours.
