    OOC: Well this is a really small tribal faction. I bet he would allow you to call the shots on small things. Maybe you can have a say in player create factions.

    In this game, I will be setting up third neutral factions to make the game more interesting.

    OOC:But I must ask, can players create other factions like you can. If they can, can you play as those factions or can player third party those factions (I mean play as them, but not control them directly for their own gains like unions). Or does Surf and Lighthouse do that.

    IC: The tribe is taking a while to go over the union. They are very deep thinkers and would make great politicians and leaders.

    OOC: Imperial, can you give a yay or a nay on this?

    I can't say... that is the OP's domain, not mine.
    Though in theory? No. That would be too much control over the game for any player invested in it. Imagine if a player sprung up factions under his control everywhere, ones that cooperate no matter what? It'd be the same as my gameplay as the BOS. And that was purposeful godmodding.
    I suppose if you decided to start over once your territory was conquered, it'd be all right, but you would not be allowed to reclaim both factions.
    My domain stretches over the neutral factions - that is to say, factions without players. I create and dictate their actions. If this tribe is a neutral faction, that is my domain to rule.
    Technically speaking, I will be using this to balence the game, though players can make alliances, trade agreements, etc. to raise the chance that a particular neutral faction will aid them in their time of need.

    OOC: The tribe is a neutral faction, so you can give a yay or nay to this. I won't be making any more factions after this because you will be making them for me. Me going for New Zealand presents an opportunity for you.

    I see no reason for them to disagree. When other people start playing, they may change their mind. It will be up to you to sway them.

    The tribe thought it over and said that the pros out way the cons with the union. Kiribati is now integrated into our union. It will be interesting to see these people on the political field, they are very deep thinker as it took 3 days for them to go over the decision. The oarsmen now start heading south for New Zealand.

    OOC: The idea is that after the Great Khans had the shit beaten out of them by everyone, the equally shit beaten Powder Gangers needed a way out. Thanks to the Courier's negotiation skills and good will to both sides, they agreed to join forces. Not like criminals and the Great Khans had much in difference.

    They then, to escape the Mojave War, went North and ended up in Wyoming where things were a bitter sweet wilderness. I'm going to assume they've already colonized the area and make them Medium because otherwise someone will just walk in and take me over.

    IC: The Union (which is what I'll call it because the game doesn't tell you) shall send scouts across Wyoming to discover local tribes and other areas of importance. For now, all tribes shall be met with good will.

    A build up of arms and ammunition will begin. People are encouraged to build farms, offered protection from raiders and help getting water to the new crops. It is hoped that the new farms will make the Union the leading granary of the region.

    OOC: Meet previously unknown tribe filled with savages and people who probably don't even speak the same language - make them your entire government.

    After the great nuclear war, almost the entirety of the United States, China, and the rest of the world was either blown to bits, or starved to death due to nuclear winter. Shortly after, small groups started to form, as the population was so low that even basic government function had deteriorated. With no way to control, or even contact the rest of the country, pre-war governments could only consolidate the power they had, and take the small area around there capital, where they had at least a small thought of power.

    These were all things to be pondered by rulers of the new nations that arose from the ashes of pre-war society. This was a thing to be pondered on by the leader of The Pacific Union, in the former county of Monterey.

    He rose up from his table, inside his room, and slowly walked over to his patio, entering the shade of the overhang. He looked out, and cringed, as he almost always did. Monterey had been able to escape actual nuclear bombings, because it had such a small population that it wasn't important enough. But it had been affected by the rising food prices, as the nuclear winter set in. That alone had triggered enough events, such as the Great Starvation(230,000 dead), ironic, as the county was calad the 'Salad Bowl' before the war, and the Babylonian crisis, a civil war where roughly a 100,000 people were killed.

    The population after that, had shrunk, as people started to leave due to better opportunities to the south, or to the north. The population now was fairly large, but very spread out, and very, very, weak. The entire actual army of the Pacific Union was roughly 15,000 men, and most of them were armed with trooper armor, put together with what was relatively bits and pieces of other uniforms, and a Service rifle, which was a semi-automatic rifle. It was fairly accurate, but the point of it was to create uniformity, which would be at least a tad bit of comraderie.

    The King looked out across the small city were 30,000 of the 60,000 people in the entire country lived. It was better then most places, but not as good as pictures of pre war america. But that was in the past.

    The fact was, Monterey had rebounded fairly fast. Not as fast as people would like, but as fast as was possible. People moved back into farms, and swore loyalty to the government, after the Babylonian crisis. Farm production was up, so food was starting to roll back into the area. Starvation had pretty much tapered off, but the problem was that huge amounts of it had stockpiled, and there was no one to trade it with. So, in effect, The Pacific Union was incredibly rich, but at the bottom of the poverty level at the same time. Because of the few people to trade with, there was few metals to continue building the wall, which was literally an incredibly long fence of welded and painted scrap, that went around the entire county, the only problem was that there wasn't enough metal to continue, and finish, the barbed and razor wire tops to the fences, to keep out strangers, and the multitude of towers needed to actually enforce the wall.

    But it was good enough for now.

    The country was doing very well in medicine, so at this point, metal was the only problem. Weapons were doing better, as the army base had finally been cleared out, they were getting droves of materiel from it, including heavy weapons, tanks, a lot of generators, and the motherlode, huge amounts of rifles, machine guns, and computers, which were being distributed to patrols and the populace.

    The King continued to pore and ponder over this information, while occasionally looking out on the concrete, fairly Spartan houses, and clean streets. Thanks to the army base, the generators were starting to make electricity.

    King Ryn Valerian looked outside, and found a source of commotion. Traders, from another country, with an extremely crude boat. One that was nothing to the large boats and tankers that were docked in the harbor, and filled with people waiting to be relocated to the new housing blocs.

    The King went down himself, with his Honor guard of 10 men at his back, to greet the newcomers. He arrived there, and simply waved at a courier, who ran forward and asked what the trade men were doing there.

    (OOC: Blech... this post is really long and rambly, but basically the point is, Monterey was not struck in the attacks, food is rolling in, the city is made of concrete, generators and military material are pulled in, and we have a wall, but we need much more metals to keep it all up. Capiche?

    The oarsmen look at the man approaching. He had fine clothing and had guards with rifles. They assume that this is the leader of the city hear. The captain of the boat speaks up.
    "Hello, we come in peace. we come from a chain of islands named Hawaii. I am this vessel's captain and I am also a diplomat that will represent the negotiations that will take place. The leader of Hawaii requests a trade agreement with your nation. We offer exotic goods. We offer pineapples from our plantations, obsidian fresh from volcanoes, and palm tree wood which we build our boats from. We do not know what you trade, but the map has the word "Lettuce" on it where your city is. Can you tell us what that means?"

    OOC: I Lol'ed when you said there was lettuce on the map with our city. Totally Lol'ed.

    IC:

    Hawaii? Hmm... A land from far away. It doesn't have anything of use to the country though... Exotic fruits are not needed, nor is palm tree wood. Obsidian is a maybe, but furthere research is needed.

    He called the courier back, and whispered to him the new agreement, then sent him off.

    He ran over to the men who came from what seemed like an uncivilized place, and said:

    "In the name of High King Ryn Valerian, i ask, Our land has multitudes of food, in huge stockpiles, and, how much metal can you bring us, and, would you like to stay for a few nights, so that we may solidify knowledge of our nations?" The courier took a breath, and then looked back at the Honor Guard Captain, who made a curt nod. The Honor Guard was traditionally very quiet, and intensely loyal.

    The captain spoke"We understand that you would not take our trade as well, they are quite foreign to you anyways. We will stay for a few days, look around your lands and how they compare to ours. You are our first foreign contact after all. Diplomatic discussions will take place."
    He finishes his first statement and then talks of the trade agreement. "We know little about metals of our lands in Hawaii. We used obsidian to cut our trees and make our weapons. But if you request it, we will find some for you. We will start a mining operation on our islands to search for metals. We do ask for the "lettuce" in exchange."
    With the trade agreement pending, the captain asks "we can buy some of your stockpile right now, we got some old coinage and these bottlecaps. We hear you use it for currency over here."
    The captain looks at the ships and also asks "How do you make these metal ships float?"
