All my other steam games work so I think it might be something to do with the fact that I have the Zulu mod and total factions installed, but I tried uninstalling them and it still doesn't work. Any help will be appreciated, thanks.
Has it ever worked? What happens when you run it? Any dialogue boxes, error messages, splash screens etc. are relevant. Some probable fixes, do them in the order I list. Right click on the launcher and in the properties, try some of the compatibility modes. Also, make sure you run it as an administrator. If those don't work, go to your steam settings and in the "in-game" tab, uncheck "enable steam community in game" Validate the files though Steam (At the top slick View>Games List>right click on NTW>Properties>in Local Files tab click on verify integrity of game cache and let it do the rest). Try completely uninstalling it and reinstalling it.
