Weird, I thought I heard that somewhere, but I'm probably wrong. However, there was a war which was seriously extended due to people 'forgetting' they're at war. Three Hundred and Thirty Five Years' War. In fact, many wars haven't been ended because of this. The Third Punic War hasn't even been ended by either of the parties, while the real war was just three years long. Speaking of war, while doing a quick Google research, I stumbled upon this article. Isn't it foolish to fight over such a thing just to get attention? And I guess no one will ever truly know which town got liberated first, because of the bad military communication at the time.
I'd say that the third punic war was ended because Carthage was destroyed. It's not easy to sign a peace treaty when you're all dead.
