I don't think so. The countries were too different, the systems were too different, too much people resisted the idea of losing their power, and as far as I know he wasn't that great of a leader. I think he sat on his ass more than trying to reform much. Weird, I thought he was the second in the Netherlands too... Pietur Stoivezend?
Don't know about that, though. Seems logic enough. Making the country you have most power in the strongest and the country you have the least power in the weakest. I would have been even more logic for him to declare war against the Netherlands and deliberately losing every battle with his Dutch troops, though. He was legally allowed.
