Though it varies on the view point of the person, a person who suffered under Gaddafi or just got a western view would jump at the chance to make fun of his death, while someone who got great award during his regime or was a family member would be against this and continue to praise him.
Many people think its the worst thing in the world to make fun of dead people. I personally don't care at all. For other people, it seems to vary, especially with their personality/persona. People were making Steve Jobs jokes the minute he died, says a lot about what people think about him.
All I know is once Im dead, you guys can say whatever you want about me, because that means I am still alive in memory.

For instance, I will admit that I have told Holocaust jokes in the past - I would never do this if I were with a Jewish person, or somebody from that area of Europe. Likewise, I might make a 9/11 joke if I were with some European buddies, but never in front of an American. In a personal context, it's all common sense. In terms of putting something on TV, well, you are -Always- gonna piss somebody off if you attempt comedy in the media. That's unavoidable.
