Like what the great Shunzu said in his Art of War book...Never engage the enemy when the enemy has a higer postion...and the strategie for taking out a fortified hill? Starve the people inside, cut off supplies by anymeans and bombard the hill with airpower and artillery...

Just wait them out unless you have better range then you could use your range units to kill them from a distance.

Don't attack. Unless you have a huge advantage in numbers or else you have artillery and they don't, just withdraw. Assuming it's a campaign battle, that is.

Shogun 2 u can force them down with archers since hills seem to offer them little protection once you've done away with his/her archers w8 for his charge with your melee troops slightly away from the hill. Once he charges mak your archers run away and w8 for him to reach the bottom of the hill once he's just about there counter charge him his fatigued troops should lose to you're fresh ones. Now in the event that you don't have a better ranged force that is when you troll him till he comes down.

If they have matchlock use horse archers to harass until the camper it forced into attacking directly.
