Hm, I set alerts to not include posts that are posted in threads I watch and aren't quoting me. I have that sent to my mail. In the morning (or at 1:30 am or so), I get tons of mails from the Paradox forums, as the instant mail doesn't seem to work properly.

And I believe you need a certain amount of signatures and probably some other stuff but it's not really difficult. Basically, everyone can start a party. I even believe pedophiles tried to start one, but that wasn't allowed.
True, someone from near where I live tried setting up a paedophile party, but he never got the required 50,000 signatures (per province, even I think). I think there also was a Party Party (Feestpartij) at some point.
