Proposal NVKD Senate and House Reform Draft (congress) -Hear me out please!

Look just hear me out......@JosefVStalin We need some type of legislative action on the forums for site policy , and since tribunes did not work maybe can enact an similar version United States Senate and House. This will enable a democratic way to do simple legislative actions "like deciding on JosefvStalin next let's play or something" or overturning a ban or something. Like in United States doing this will eliminate the ideal of factionalism because we will have a good chuck of people become "Senators and Representatives" so everybody can have their stay. I have worked on this for weeks and decide to share my idea to the forums . Please hear me out and discuss

Background history of forums' government

Old Age
-mods governed the system with tribunes of the forums EX: (Elitist theory)

-Group discusses enacting on decisions enables a rational action
Con
-Factionalism on for tribunes and some bias

Current Age
-@JosefVStalin has all the power and the mods bids to his whim
Pro
-Swift action ensuring resolved problems
Con
-Complete Bias

Future Age
-Everybody has a say with checks and balances
Pro
Everybody will have a say
Con
-delayed action and some chaos
NOTICE MEMBERS WILL NOT HAVE THE POWER TO LOCK OR EDIT THREADS
The Members

Senate Members: 10 members (label them or subtitle them) Ex: Sen: Vulcan200x

Senate House
Senators Requirements
-must at least be on the forums for six months
-must have at least 500 posts

Senates' term
6 month term
1/5 of the senate is reelected every two months (5 senators)

The House of Representative

Representative members: 15 members (label them or subtitle them) Ex: Rep: Vulcan200x


Representative requirements
-must at least be on the forums for two monthes
-must have at least 100 posts

Representative term
-2 month term
entire membership change

This ensure a good chunk of people will have a say in the site policy and what not

How this will work............?

Lawmaking?
-either the house or the senate will propose a bill or enact for something

-A member will propose an issue and at least 2 members of the senate (if senator) and at least 5 members of the house

-After the bill is proposed the house/ senate will vote on it you need at least more than half of the members to ensure it goes to the senate/ house and it will be discussed than after certain period, it be voted and sent to @JosefVStalin. Josefvstalin has the ability to to agree or veto it, if vetoed the senate will discuss. (discussion are one week)

-the senate will need at at least 8 member to undo the veto.
period to discuss one week than a vote
Then the act to ensured and posted.

Limits and rules to congress
1. may not ban people
2. may not question JosefvStalin incorporated actions

Josefvstalin powers

1. can make decisions incorporated with the smiles and happy act with out the senate
2. can call a special meeting of on congress
3. Any major choice has to go through the senate and at least 1/3 of the senate must agree

How this will work with the forum?

A five new forums topic threads

Senate topic- only senators members can post here unless bill transfer
House topic- only house members can post here unless bill transfer
international discussion topic-only house and senates and mods and Stalin can discuss
elections-for elections

Elections

to be nominated , need at least one person
-during the elections- vote be divided into separate threads will the help of mods and regular clansmen
-speech.....and debate threads can be made by anyone
-elections is on the second week of Tuesday .

The first round or to start the congress up;

1. stalin, mods, and NKVD head branches can pick the first people of the new congress.

Conclusion/Questions

Why?

-because to bring back the spirit of democratic forums and elections
-could be fun

too much work?
-If much I be gladly to take more work for this

I would want representation back but what you propose is just a bureaucratic mess. Do we even have 40 active members who would be willing to run this congress?

If you were willing to put enough time and effort into this it deserve's to be considered. It also sound pretty cool. We all should talk about this more. People shouldn't be banned if there like by most people. All and all it seems pretty sound.
