    The DoD (department of Defense) was founded in 1949, and took over the job for the Department of the War and Department of the Navy which had been around since 1789, so you're just wrong about the ministries thing. DHS didn't exist until after 9/11 but it's jobs were done by other departments prior to it (Dod, DOJ, DOT, etc)

    You don't see how calling for the infinite spending of finite resources might make someone Utopian? It's a technical argument, but there physically can not be endless consumption of something which is limited.

    A better question would be: Since when did Ler, a communist, become an advocate of the Zeitgeist movement.
