    Basically, we should require all staff actions to be justified. It's been proposed several times before, including twice by myself, but no one ever considered the actual proposal in the past. Most mods say they already do this, so what harm is there in codifying it? If the staff doesn't comply with the rule, then they have the choice of being punished and publicly apologizing for their misconduct, of reversing their action and publicly apologizing for their misconduct, or adding a justification for their action and publicly apologizing for their misconduct.
