    Not that I like monarchs because they are unelected, but English king Henry VII (not VIII) did a great job. He set up the police force, ensured that everybody had the right to an independent trial, made no useless wars with the French, and died with more money than he started with. He would have got my vote... Oh wait.

    Cromwell was a Dictator, not a Monarch. In fact, he'd probably execute anyone who called him a monarch, and then send a few Irish Catholics to the barren waste that was western Ireland at the time (Not that i'm bitter or anything)

    1. Louis XIV...take a walk around Versailles. The man knew how to show power, and how to use it.
    2. Henry IV...okay, he had a messy personal life, but he was one French king who generally tried his best to improve the lives of everyday Frenchmen and women. He was also highly unusual at the time for being enlightened when it came to religious tolerance and for improving infrastructure not just for the nobles, but for the peasants as well.
    3. Elizabeth I...a great patron of the arts (Shakespeare, Marlowe, Jonson), a keeper of the peace, and made England an island of stability in a sea of chaos. Arguably a strong foundation to the modern British nation-state.
    4. Charles IV...also a great patron of the arts and a man of foresight when it came to infrastructure. Prague is a lovely, functioning city today thanks in part to his investments.
    5. Jan III Sobieski...helped rebuild the Polish-Lithuanian Commonwealth from the Swedish Deluge, expanded trade and political stability, and defeated the Ottoman armies outside of Vienna in 1683.
