    This was produced in 1908 when the Liberal Prime Minister of Britain at the time, David Lloyd George, was beginning to introduce social reforms into Britain.
    The man who drew this cartoon thought it was wrong the government should force him to give money to the poor, which is why in this cartoon Lloyd George is the 'Philanthropic Highwayman'.

    My point was that, in Britain in 1908, some rich people in society thought that the poor were responsible for their own poverty, and that giving them a pension or unemployment benefit would make them lazy.

    You have pretty much exactly that view.

    Either the entire societal development of the western world for the past hundred years got it wrong, or you have.
