You could have changed the decision yesterday, but today you cannot. The window of oppertunity has already closed. Anything that you do not specifically state will not happen will happen. Future actions can be planned and put into motion, but you are not allowed to redo past actions. That would be like god-modding. RPing is about meeting circumstances that exist and making decisions that will be reflected in the reactions of the other players and random phenomena. Wiping away all the treaties and past actions of the countries in this game would be like making a completely blank slate. We may as well not even have an MUN game and just make a game where people create countries carved out of a random landmass that we dream up. Besides, the UK signed that treaty in 1984. They already guarenteed the soverignty of Hong Kong. Going back on that would be a reinstating of imperialism and other countries would be forced to act. Oh, and you can't just god-mod and put a fortress on the island out of no-where.

We also wish to strengthen ties as a leader in Europe's economy and military. To do this, Germany enacts a series of sweeping tax cuts for industry to make Germany more attractive to places like China and the United States for 5 years to strengthen consumer confidence and spending to offset the loss of revenue in industrial taxes. Because Germany is much closer to European markets than China, it actually creates a sever shortage of Labour and Germany begins to hasten its pan European integration plan by bringing in hundreds of thousands of laborers from places like Poland and even the United Kingdom to fill in the gaps in production! Speaking of which, Germany gladly accepts an offer from the United Kingdom for a conference. As for the Hong Kong issue, Germany does not wish for a war but instead proposes that in the interest of favorable economic conditions for China, Hong Kong will remain in the hands of the UK but it will become a gateway to the UK market due to its proximity and eliminating its shiping responsibilities, this favoring China financially and the UK strategically. Will both parties agree to these concessions? Also please can we wait at least 15 years for a war?
