Hardly. Sardinia has put very little to this war they would have a fully stocked military. Carthage always had over 120 boats. Rome gave me control of what was left of there legions and navy. Rome by themselves put 10,000 at Sparta I don't know if that is true or not. I am going by what they said. There my not be 10,000 legionaries at Sparta.

Dalmatia will send you food and weapons. We ask for lots of gold jewellery in return. We will also attempt to keep the trade route to Rome open, even if Rome if being sieged. However, we ask that the PA reimburse Dalmatia for any ships lost while defending this trade route. We send 5 ships from our capital to defend the waters around Rome.
The IoM accepts and requires that Dalmatian ships fly their own flag. The blockade will now allow Dalmatian ships to move through. The IoM warns Dalmatia that any futher such actions will not be tolerated the allowance for Tyre flags was a single instance. @Epiccheesegrater Tyre merchant vessels must now fly the flag of their home country to trade in IoM ports or move through IoM-controlled terrictory. As long as they fly the flag of Dalmatia, they may pass. @Skyicewolf However, all trade partners of the IoM should be aware that the IoM has the authority to conduct random searches, either at sea or in port, of any ship, regardless of where it comes from of is going, and detain crew and confiscate illegal or suspicious cargo.
