Highly doubt it is true. Unlike popular belief of the American Populace you can't just pull nuclear bombs out of your ass. Who would have sold it to them, Pakistan? India? Russia? No highly unlikely.

If you could though you would not only rule the world but also have the worlds most stressful bathroom breaks.

The only nations of the old USSR I could think of that would sell their nuclear arms (assuming they have them, not entirely sure.) would be Georgia or Turkmenistan (Because their previous leader was bat shit crazy.)

He outlawed dentists because he once had a bad experience with them, owning a dog was illegal because one once bit him when he was a child. Library's were only legal in the capital, universities were only legal in the capital, because his reasoning is that everyone should live in the capital, why wouldn't they? He also made a golden statue of himself that revolves to face the sun wherever it is.

That's assuming they home built one. So many things can go so terribly wrong. If they really wanted to reliably blow something up, they need to use conventional explosives in a high populated areas, not highfalutin overcomplicated fear generators.

However, stealing a nuclear bomb casing is a much more likely strategy, photo op of a lifetime, send it to FOX, terror ensues!

I highly doubt that Al Qaeda have got a hidden nuclear weapon somewhere in Europe. I can't see a group like Al Qaeda possessing some sort of weapon that can flatten entire major city. If whatever reason it's true that they have a nuclear bomb hidden somewhere in Europe, most likely some crazy country gave them the weapon or Al Qaeda had Scientists that knew everything about creating a nuclear weapon, then that would be very strange (Sarcasm)

I'm surprised you all think that nuclear weapons are so far out of the reach of terrorist organizations... Russia's loose nuke problem didn't just go away when Putin was elected, and we have the much, much, much worse version of it in Pakistan. Not to mention that both Russia and Pakistan are hotbeds for Islamist terrorist groups. Almost no one is positing a scenario where a government sells nuclear weapons to terrorists (sans the Iran/DPRK possibilities), but the fact is that most of the large nuclear stockpiles in Russia and Pakistan are very loosely guarded, and in Pakistan the federal government is starting to collapse.

Nuclear terrorism is a very real and dangerous threat that faces us, and there isn't a really great solution beyond beefing up security around weapons stockpiles. But even then we're left with the threat of what's already out there (and realistically, there's probably at least a dozen loose nukes floating around Central Asia), and how rogue states might try and supply NSAs with nuclear weapons.
