Numbers? Terrain? Timeframe? You have to be much more specific as Roman Legions, and I would assume the Han Chinese, varied. They probably both would've lost. Again, depends. It could've led to nothing changing or everything changing. Then the International Community would've bitched at them until they left. Iran would've won the Iran-Iraq War but would have lost more lives than it was worth. Ultimately though, you cannot conquer a sovereign state nowadays. So Iran would've gotten next to nothing beyond being a semi-dominate regional power.
