Hmm, this is a tough one. On the one hand, it's certainly possible to infer that the staff is acting as a single unit, but it's equally possible to infer that the staff are nothing more than individuals who happen to share some arbitrary trait.

There is only one right answer, but it's impossible to objectively determine which it is because the intent of the author wasn't clarified strongly.
