    Real liberty is self-sustainable. You cannot deprive someone of their rights without infringing upon their freedoms, so something like segregation, at least on a legal level, would be unthinkable in a society that values freedom above order and justice/equality.

    Neither three options are self-sustainable. They all crumble in the dust equally when introduced t0 a government that fails to govern and an economy that fails to economize.

    Well Justice on the level of crime and punishment tends to be just another word for revenge or a word which describes the means of achieving order. As for liberty, if liberty stands in the way of order then order should win in most cases. So order.

    Justice as a more broad term is harder to break down.
