    No, community militia and gangs are two completely different things. If you'd only read the name: "community militia" means "militia controlled by the community" and "gangs" means "gangs".

    The idea is that communities would have better control over their environement. However, some of us(like me) do not support the concept of a community militia. I want nothing resembling a police force in my community. Mediation, arbirtration, and banishment are preferable to me than anything resembling what we have now.
