well it's still no a democracy, Stalin has the right to veto anything from the assembly and if Stalin and the mods want a new rule passed we can by pass the assembly all together
Just an aside here but I can't think of any governing body in history that's called itself "the People's" anything that wasn't completely totalitarian.
