I liked Caesar personally but his use of slaves and authoritarianism ways just made me shy away, although culturally and militaristic I loved them and wanted to use some of there military thinking and never giving the fuck up and making the NCR like that, and It appeared as though the game developers tried so hard to make the NCR seem like they couldn't do shit.
