To get the help of the population if a civil war breaks out.Social building like theaters and bath houses are built around the country,taxes are decreased slightly. The Dalmatians would like to alert you to the fact that the Spartans have agreed to protect all the Dalmatian trade routes in and around Greece, and Dalmatia would be willing to send some men to protect the routes also. It would also be a concern to Dalmatia if Macedon was still unwilling to trade.
