We should make a separate thread just for these battles, with the posting order of one team posts, the other team posts? Or that we choose a delegate form each teams to control all forces on there side, and then battle with Mosh as a moderator? That sounds like it would be much easier then the confusion we have now.
Then why not a delegate system? Each team chooses it's best roleplayer to fight out the battles? Would make things less confusing, as I said before.

Sadly, Tyre has already agreed to supply us with weapons. However, we would be happy to trade for some Carthaginian naval equipment, if that is acceptable to Carthage. We are also deeply grateful for your training. This Carthaginian military training, combined with the Spartan training our army has already recieved, leads to it having an unparalleled breadth of experience. We ask the Carthaginian troops to focus on naval warfare with our soldiers, to give them the experience they need when fighting from ship decks.
I was playing Rome Total War, and in that game it took about a year to build 40 biremes, so how about we just do that for our navies? Every year we add like 40 ships.
