    No, that would be the first Professional Army, not mass conscription and it was brought by the Assyrians, not Hammurabi.

    If by modern rules im going to go with Napoleon but it was propley before that i know one of the empires in China did it alot.

    I don't know about China's history that much, but I think that Feudal Japan used mass conscription as well.

    I actually do believe that world leaders have contact with or have contacted aliens in the past, but that´s sounds just so unlikely.
