   Because there's no limit on how many legislations they can accept/prepose, in theory they could sign away most of their power in just one term and ruin the People's Assembly. Two months is to long to wait.
   Not to mention once you give up something it's exceedingly difficult to get it back from the Senate. For instance, Mod Transperancy.
