If the Tribunes bring proposed legislation to the People's Assembly, and it is agreed upon by the people then it can be vetoed (I presume Stalin made a spelling mistake/typo there) by the Tribunes. They have the power but it isn't mandated to be used.

Plus, this is representative democracy. It's all about voting and then putting your trust in you candidate. The voters don't need anymore power than that, aside from possibly impeachment.
