Well since the Eagle Standard and Legion walk hand and hand together I think they're obliged to do that
maybe they could be cheaper versions of the legion you get in recently conquered provinces. Not as good legions but better than militia or townwatch
But imagine you specficially take out Carthage with a Roman Army and the options are Annex It Loot the City Salt This Mother Fucker
Well obviously the Romans. Then there are the Hellenestic Factions (Greece, Macedon, Selecuid Empire, and hopefully a Ptolemaic Egpyt). Then the "Barbarian" factions like the Britons, the Gauls, the Germans, Iberians, and hoefully the Celts. Then the eastern factions of Parthia, Armenia, and maybe the Sassinaids. Then there are factions of Dacia and Scythia. Lastly judging by the claims that they plan on making the map bigger maybe will see an Indian faction like the Maurya Empire. (Which would be AWESOME) so I think we'll see a nice bit of diversity, certainly more than then we did in Shogun II, Medieval II, Empire, or Napoleon.
