It warms you up. You can easily transition into having those actions actually be useful when the game gets to the point where they actually matter. Sure, when you only have 3 buildings, it doesn't matter much, but when you have dozens and multiple army hotkeys in a 30 minute game, it becomes very important, not only for making sure you continue to produce from all your buildings as well as moving your army around, but you are also checking on the progress of things. When you look at your factory hotkey 80 times a minute, you always know how close your units are to being done, so you are a lot less likely to slip on your macro. Plus, if you're already playing fast, it just makes it feel a lot more natural and smooth to react if your opponent starts throwing shit at you in multiple locations at once. Of course, the main reason I spam apm in the early stages of the game is because it's fun, and it makes your speed increase over time. In other news, the image dump rolls on.
I've always found the whole "buuh, it makes me warm and tingly" argument a sad excuse to pretend to be cool with a number. Then again, warming up shit seems to help for F1 drivers.
People do similar stuff in pretty much every sport. Baseball players have a bunch of different pre batt / pitch routines that have little real utility, but serve to focus them on the task at hand. Basketball players do some weird ritual/rain dance before shooting free throws.
