Mexico's situation is of Government Corruption, not civil war, the cartels could easily be wiped out if the government actually did something, regime change is what mexico needs, but the only people who want it are all low and middle class, they are dealt a shitty hand at this years election's and honestly the USA will do almost nothing about it.

The question is who will win the upcoming elections.

Ultimately it wont matter, just watch.

That was more like a petty rivalry, than a conflict.

Well the US is certainly offering a lot of assistance to Mexico. Working in tandem with their administration to stamp out the cartels is something we do in the status quo. Anything more than that would have to be requested by Mexico, but I don't think they would do it for the same reason the US wouldn't accept international aid for Katrina.
